| Subgroups
A number of subgroups have been set up within EDACT, to
implement and take forward the local objectives and targets
outlined in the Team’s action plan.
Current EDACT subgroups include:
Includes representation from the two EHSSB-based education
and library boards (BELB & SEELB), Health Promotion, and
local community/voluntary organisations with a remit for or
interest in prevention.
The JSPG for Drugs and Alcohol is one of seven such groups
under the umbrella of EHSSB Children’s Services Planning.
Each has come up with a 3-year plan (2005-2008) and reports
on progress to the Eastern Area Children and Young People’s
Committee. The full Children’s Services Plan, Together
for Children, can be accessed from our ‘Publications’
Section. The group currently includes representation from
EDACT, EHSSB Children’s Services Planning, BELB and
SEELB, the Youth Justice Agency for NI, Social Services, Health
Promotion, and local community/voluntary organisations with
a remit for youth treatment and support services.
This is another of the umbrella groups set up under EHSSB
Children’s Services Planning with which EDACT is involved
in the Addictions Working Group. One of the main tasks of
this group is to develop protocols for interagency working
to meet the needs of young people affected by parental substance
misuse.
Includes representation from all of the major statutory and
voluntary/community substance misuse treatment services within
the EHSSB.
Specific Task Groups and Working Groups are set up on an
‘as required’ basis to take forward or drive particular
pieces of work.
EDACT also meets regularly with representatives from the
local PSNI District Command Units, Community Safety Partnerships,
Local Health and Social Care Groups and Investing for Health
Partnerships to exchange information, address issues of concern,
agree common objectives and to avoid duplicity of work and
funding re. drug and alcohol issues within the EHSSB area.
The Independent Sector Forum is made up of representatives
from the community and voluntary sector working in the drug
and alcohol field. It meets every other month and allows for
information exchange. Any voluntary, community or private
agency working in the field can join this Forum by contacting
Michael McKay (details below) or one of the Community Facilitators
for their area.

The ISF is represented on EDACT by:

These four representatives bring issues from the independent
sector to the attention of the Team and also update the ISF
members on the Team’s progress regarding the objectives/activities
outlined within the action plan.
The Housing, Homelessness and Substance Misuse Forum seeks
to improve the interface between the housing and substance
misuse sectors within the EHSSB area. The forum includes representation
from the Northern Ireland Housing Executive, Council for the
Homeless NI, local providers of accommodation and healthcare
services for the homeless, and local providers of substance
misuse services. The terms of reference for the Forum are
as follows:
- To seek clarification around policy and strategy mechanisms
for the co-ordination of supported housing and drug and
alcohol services
- To work towards appropriate training options for homelessness/addiction
services
- To identify current health promotion activities and to
progress the targeting of homeless individuals for health
promotion information and messages
- To map service and identify service gaps
